Mission of the OSCE: Elections in Kyrgyzstan were held openly, transparently, and in accordance with international standards
The Central Commission for Elections and Referenda provided the text of the mission's statement:
“The International Mission was formed at the invitation of the Central Commission and observed the elections that took place from November 26 to 30, 2025. The mission included staff from the CSTO Secretariat, as well as representatives of the central electoral bodies and government institutions from member states, including Azerbaijan, Kazakhstan, Turkey, and Uzbekistan.”
The mission operated in accordance with the legislation of the Kyrgyz Republic and generally accepted international norms regarding the organization of elections.
During the preparation for the elections, observers met with the Chairman of the Central Commission for Elections and Referenda, Tynchtyk Shainazarov, to discuss the legal and administrative aspects of the electoral process. Meetings were also held with candidates, providing an opportunity to obtain information about the electoral campaign directly from the participants.
The mission paid special attention to the implementation of measures to ensure gender equality. This is related to recent changes in the majoritarian electoral system, according to which no more than two out of three deputies in a three-member district can be of the same gender.
Additionally, the introduction of a remote voting mechanism, which allows voters to vote at the nearest polling stations if they cannot attend the polling station at their place of registration, was noted as a positive step. The significant expansion of the overseas voting network, including 100 polling stations in 34 countries and 89 cities, also made the process more accessible and inclusive.
On election day, the mission split into two groups and visited 19 polling stations in Bishkek. The observation did not reveal any interference from administrative or law enforcement bodies, and all necessary measures were taken to ensure the free expression of citizens' will on voting day.
No serious violations that could affect the election results were recorded. The mission noted that order was maintained at the visited polling stations. The counting of votes and the announcement of results occurred in a timely manner and in accordance with the legislation. The precinct commissions provided free access to both international and local observers, which contributed to increased transparency and accountability of the electoral process.
No campaign materials were found at the polling stations, and no attempts by political entities to exert pressure on voters or influence their choices, as well as ballot leaks, were recorded. The mission had full access to the polling stations, and commission representatives provided all necessary information.
All polling stations were equipped with the necessary materials and technical equipment for the effective conduct of elections, and conditions were created for convenient access for citizens with disabilities.
The mission noted the wide international presence at the elections: 788 foreign observers from 58 countries were accredited, including delegations from electoral commissions, parliamentary organizations, and international structures, which added an additional level of trust and transparency to the process.
In conclusion, the International Election Observation Mission of the CSTO confirmed that the elections to the Jogorku Kenesh of the Kyrgyz Republic were held openly and transparently, in accordance with international standards and national legislation.
The CSTO Mission congratulates the citizens of Kyrgyzstan on the successful conduct of the elections and expresses hope that their results will contribute to further strengthening stability and prosperity in the country, as well as deepening fraternal ties in the Turkic world.
