In the extraordinary elections in Kyrgyzstan, the timelines for conducting electoral activities are reduced by one third. Deputy Chairperson of the Supreme Court Nurgul Bakirova announced this at a meeting with observers from the Office for Democratic Institutions and Human Rights (ODIHR) of the OSCE, noting that judicial proceedings regarding electoral disputes will also take place in an expedited manner.
According to her, the timelines for considering such cases are defined as follows:
She added that, despite the absence of mention of shortened timelines in the Administrative Procedure Code, the courts are applying an expedited procedure. This is because constitutional law takes precedence over the code.
Bakirova emphasized that the deadlines for filing applications cannot be restored, which underscores the importance of swift protection of citizens' electoral rights.
“For the courts to effectively perform their tasks during elections, it is crucial that they remain independent, impartial, and highly qualified. This means no influence from political parties, candidates, or other power structures, as well as having deep knowledge of electoral legislation and sufficient legal experience,” noted the Deputy Chairperson of the Supreme Court of Kyrgyzstan.
