Week-24. Parliament without three deputies, and why Tashiev quarreled with his relatives
In Kyrgyzstan, it seems that the question of reinstating the death penalty remains closed. This initiative came from President Sadyr Japarov, who is concerned about the recent murder of 17-year-old Aysulu Mukasheva, who was kidnapped and raped on September 27, causing a wide public outcry.

The Constitutional Court reviewed the president's proposal to amend the law to allow the death penalty for the rape of children and murder related to rape. The court concluded that such a measure contradicts the Constitution and international legal standards, therefore the restoration of the death penalty is impossible.

As a result, the draft amendment to the Constitution will not be put to a referendum, and all actions related to its implementation must cease following the entry into force of the Constitutional Court's conclusion.






The scandalously famous Old Bishkek project has once again attracted public attention after a visit from the head of the State National Security Committee, Kamchybek Tashiev. Following his visit, he voiced a number of tough recommendations:

Tashiev emphasized that Nariman Tyuleev must take public opinion into account, as the main goal of the project is to solve the problems of the citizens, not personal ambitions. He also instructed government agencies to strengthen control over the implementation of Old Bishkek.

The Central Election Commission (CEC) has approved the results of the early parliamentary elections. Currently, there will be 87 deputies in the new Jogorku Kenesh, as the voting results for district No. 13 were annulled. New elections will be scheduled here. A total of 1 million 584 thousand 446 voters participated in the voting, which amounted to 36.9% of the total number. The CEC opened 2,492 polling stations across the country, including 27 remote voting stations and 100 stations outside the republic. Remote voting was used by 190,030 citizens.

Bishkek is preparing for a new wave of street renaming. The city administration has initiated a campaign to eliminate duplicate and fragmented street names to simplify the addressing system in the capital. The city hall noted that over the years, the continuation of the same street received independent names, which creates confusion. For example, Chuy Avenue has different names in different sections: Frunze Street (Novopavlovka), Den Xiaoping Avenue, and Shabdan Baatyr Avenue. Kamchybek Tashiev, head of the GKNB, opened up about the heavy consequences of his anti-corruption work. He stated that as a result of the tough fight against corruption, he lost about 70% of his friends and strained relations with part of his family. To demonstrate that the law is equal for all, he did not hide the crimes of his relatives: his brother-in-law, who committed crimes in 2020-2023, is in the GKNB pre-trial detention center, and the son of his deceased brother was convicted of insulting a traffic police officer.

He also noted that the results of his work are not related to his surname, but to the fact that order has been established in the country and there is political will to fight corruption at all levels.

As a result of the tough anti-corruption policy, the state has managed to recover more than 300 billion soms over the past five years, as well as more than 1,000 various properties and 30,000 hectares of land that were illegally privatized.

Starting from January 21, 2025, amendments to the legislation will come into force, tightening responsibility: even suspects who admit guilt and compensate for damages will have to serve at least half of the appointed term (for example, 6 years out of 12 for corruption).

The head of the GKNB noted that the level of corruption in government agencies has decreased from 80% to 30%, and set a goal to reduce this level to a minimum
by the end of 2026. He sternly warned officials who cannot work honestly and earn a living legally to leave public service, as the consequences for corruption are inevitable.

It is also worth noting the joyful news: Kyrgyz maxym has become part of UNESCO's intangible cultural heritage. The decision was made on December 10, 2025. The application for this was prepared over four years and was submitted to the UNESCO Secretariat in 2023.
