The proposed amendments affect the first part of Article 25 of the Constitution and suggest the possibility of introducing the death penalty as a last resort for particularly serious sexual crimes against children, as well as for murders related to rape.

According to the regulations of the Constitutional Court, such cases are considered in written form, as the president's request is not a judicial proceeding and does not require the participation of parties.
Upon completion of the analysis, the Constitutional Court will prepare a press release with the results of its review.
It is worth noting that the initiator of the revival of the death penalty for serious crimes against women and children is President Sadyr Japarov. This step was prompted by the murder of 17-year-old Aysulu Mukasheva, who was kidnapped and raped on September 27. This tragedy has caused a wide public outcry.
Proposals for amendments regarding the return of the death penalty have been put forward for public discussion. In addition, Kyrgyzstan intends to withdraw its ratification of the UN protocol concerning the abolition of the death penalty.
