Autonomy for State Hospitals in the Kyrgyz Republic. Paid Services Will Increase in Price

A draft resolution of the cabinet of ministers concerning the implementation of the president's decree on enhancing the potential and competitiveness of state medical institutions has been put up for public discussion.

The Ministry of Health reports that the main goal of this project is to provide greater autonomy to 20 state medical institutions, allowing them to expand their powers in management and finance.

“Currently, state hospitals face a number of systemic problems, including insufficient financial and managerial independence, especially in staffing issues, as well as limited opportunities for attracting additional resources and implementing modern management methods. This negatively affects their competitiveness compared to the private sector. Therefore, the project proposes to introduce an experimental mode to test new approaches,” the official statement says.

The Ministry of Health, together with the Ministry of Economy and Commerce, will develop and approve a methodology for setting tariffs for paid services, which will take into account mandatory benefits for socially vulnerable groups of the population.

“The developed tariff-setting methodology aims to create a competitive environment in healthcare institutions, increase funding volumes, and enhance the motivation of healthcare workers to expand the range of paid medical and non-medical services. The proposed methodology will not lead to unjustified increases in the prices of medical services but will ensure fair pricing considering profitability, inflation, rising utility costs, and other factors affecting service costs,” the Ministry of Health of the Kyrgyz Republic emphasizes.

According to their data, currently, prices for services in state medical institutions are two to three times lower than in private clinics.

“Preliminary calculations show that the cost of paid services may increase by 35-50 percent, while still remaining twice lower than private prices. If the experimental mode yields positive results, a phased implementation of these mechanisms in all state medical organizations is planned, which will create a sustainable healthcare structure focused on the needs of citizens and effective resource management,” the ministry added.

Following the trial period, an analysis will be conducted, and by April 1, 2027, a report with conclusions and proposals for reforming the entire healthcare system will be prepared.
