In justifying this initiative, it is emphasized that parents or legal representatives of children with disabilities often accompany them to various institutions—sports, creative, educational, and medical. However, personal assistants are essentially forced to pay for their travel themselves, which creates an additional financial burden for families with children who have disabilities and hinders their access to necessary services.
The city administration notes that introducing free travel for assistants on municipal transport will significantly reduce financial costs for families.
As of August 15, 2025, there are 2,202 registered personal assistants in Bishkek, of which 1,442 have permanent registration in the capital.
Vice Mayor Ramiz Aliyev stated that the implementation of this initiative will require the allocation of subsidies. Preliminary calculations show that 17 million soms will be needed for the year.
