How Many Probation Clients Commit Repeat Offenses in the Kyrgyz Republic

In Kyrgyzstan, there is a record low level of recidivism among probation clients over the seven years of this institution's operation. This was reported by Daniyar Kalmatov, the director of the probation department at the Ministry of Justice, during a broadcast on "Birinchi Radio".

According to the data he provided, in 2025, 140 out of 13,012 clients became repeat offenders, which is only 1.08 percent.

In comparison, the acceptable level of recidivism in global practice is 7 percent.

“One of our priorities is the careful accounting of clients. Sometimes court documents can get lost, and a person may not reach probation because they are at liberty rather than in an institution. On paper, accounting is strictly maintained, but there are risks. We have not encountered the loss of clients, but there have been cases of delays in receiving court acts,” Kalmatov noted.

He also reported that risk and needs assessments of clients are conducted, based on which probation supervision plans are developed.

“We do not coerce people into actions. The main thing is to monitor them, to know what they are doing and what they are thinking about. Our goal is to prevent repeat offenses. We adhere to the principles of resocialization, reintegration, and rehabilitation,” he added.
