Of the total number:
- 838 individuals underwent pre-trial probation;
- 10,734 people received executive probation;
- 939 individuals were subjected to penitentiary probation;
- 501 individuals completed post-penitentiary probation.
As of the beginning of 2026, about 5,000 clients are registered with the probation authorities, with the largest number recorded in Bishkek, Chui, Talas, Osh, and Batken regions.
The probation department was established in 2019 with the aim of rehabilitating citizens who committed less serious offenses.
The probation system provides for alternative measures of punishment that do not involve imprisonment.
In response to a question from the radio host about whether probation clients always change for the better, Daniyar Kalmatov noted that this process is preceded by investigation and court proceedings.
“Judges carefully analyze the personality characteristics of the offender and, based on this, make a decision on the appointment of probation supervision. If there are doubts, pre-trial probation may be applied. Within a month, we investigate the individual, communicate with neighbors, colleagues, and family members, and assess living conditions to prepare a recommendation for the court regarding the possibility of rehabilitating the person in freedom,” he explained.
According to the head of the department, individuals receiving executive probation can be under supervision for one to five years, with an average of three years.
“During this period, a program is developed to work with the client. People express gratitude for the state's attention to them, for helping restore their rights, including documents, and for assisting them in finding employment. Penitentiary probation includes a set of measures aimed at preparing convicts for release and their resocialization,” he added.
