Kyrgyzstan closes the last colony-settlements

The country has made a decision to use state resources more efficiently.



In Kyrgyzstan, the system of colony-settlements, which has been recognized as outdated and ineffective, is coming to an end. The final stage of this reform includes the liquidation of the second group of institutions, scheduled for the end of January 2026. Now, supervision of convicts serving light types of punishment will be fully carried out by the probation institute.


The Ministry of Justice emphasizes the importance of this step, which is not limited to simply reducing the number of employees. This is a radical reform of the approach to justice. The abolition of colonies will eliminate the duplication of functions of state bodies and optimize the use of budget funds. Instead of maintaining outdated infrastructure, the government focuses on digital monitoring and social adaptation of convicts, minimizing their isolation from society.


On January 28, a decision was made to close colonies numbered 26, 42, 43, 44, 45, and 52.


Thus, the authorities aim to use the available state resources more efficiently.
