Deputy - State Antimonopoly Service: Do you have the strength to intervene in apartment rentals? Or are you a toothless agency?

At the parliamentary meeting, Meder Aliyev expressed confusion over the lack of control by the State Antimonopoly Service regarding the sharp increase in rental prices for apartments in Bishkek.

He noted that while the rise in housing purchase prices can be explained by the increasing cost of construction materials and a shortage of land, the reasons for the increase in rental prices remain unclear to ordinary citizens.

“It has become extremely difficult for people to survive. The phrase 'жашоо бар, жашаш керек' (there is life - one must live) is actively discussed on social networks. But how exactly can one live with such prices? Everything has become too expensive. Previously, migrants could work in Russia and afford an apartment of the 104th or 105th series, but now even with a good salary abroad, this is impossible. An average citizen of Kyrgyzstan could work their entire life and still not save enough for their own housing. In Bishkek, apartments of the 104th series cost about $100,000. This is comparable to prices in Moscow, but such prices do not exist in Istanbul or Spain. Yes, there are objective reasons for the increase, but control over rental prices is possible. Do you have the opportunity to intervene in the rental situation? Or are you simply inactive?” - the deputy addressed the government representatives.

In response, Deputy Prime Minister Daniyar Amangeldiev noted that there are both objective and subjective reasons for the price increase, and the main task of the government is to maintain balance. However, he also warned that tightening control could lead to shortages, which would exacerbate the problem.

“I completely agree with you on the social aspect of the issue. The GIK program is aimed at stabilizing the situation in the market. When we were studying, Bishkek had about 1 million residents, and now there are already 2.5 million. This creates a huge burden on the infrastructure. The cost of one square meter of land has significantly increased, which is why measures are being taken to transfer land to state ownership, so as not to embed the cost of land into housing prices,” - Amangeldiev added.

Aliyev clarified that he is specifically concerned about rental issues, not the sale of real estate.

“The GIK is a separate topic. I want to ask you a simple question on behalf of an ordinary citizen. Everything has become more expensive. Yes, there are objective reasons in construction, and prices will continue to rise. But I am talking about rentals. Look at the prices: one-bedroom apartments cost 40-50 thousand soms. Do we have an antimonopoly body? Or do you not want to take responsibility for it?” - the deputy asked.

Amangeldiev assured that the State Antimonopoly Service would be given instructions based on the deputy's appeal.
