Residents of a new building in Bishkek are concerned. Their homes have ended up in the gray area of the general plan.

The editorial office of Kaktus.media received a message from Dmitry Svetlichny, one of the residents of Bishkek. He reported that according to the new master plan, more than 150 plots on Suvorov Street near the Big Chui Canal unexpectedly found themselves in a gray zone, which means there is no established functional designation for these areas.

Dmitry noted that the plots located near the Karagachev Grove were allocated to teachers and other budget employees in the late 1990s. Currently, houses have already been built here, engineering works are underway, and at least 150 families reside in the area.

No one had previously questioned the legality of this construction.

In the old master plan, this area was designated as a residential district with individual houses. In the initial version of the new master plan, this status was preserved; however, in the latest version, the area was changed to a gray zone.

In light of this situation, Svetlichny appealed to the city administration through the media, asking for clarification on why the functional designation of the zone changed and what the plot owners should do now.

“Given all the recent news about the seizure of plots, we are experiencing serious concerns. Now our territory has been marked as a gray zone. The master plan will be adopted, and in a few years, officials may come and say: ‘Your houses were built illegally, this is not your land, according to the master plan, this is a gray zone.’ After the situation with the residents of Aitmatov Avenue and ‘Kok-Zhar,’ we are seriously afraid for our property and future. We ask the city administration to restore the functional designation of the zone for individual construction,” Dmitry emphasized.
