In Russia, over 35 percent of migrants did not pass the Russian language exam on their first attempt.

According to information received from the press service of the Ministry of Education and Science of the Russian Federation, in the fourth quarter of 2025, more than 35% of migrants were unable to pass the Russian language exam on their first attempt.

From October to December, 201,675 people participated in exams that included Russian as a foreign language, the history of Russia, and the basics of legislation. 87.9% of participants successfully passed the exam, while 35.5% were unable to complete the tasks on their first attempt.

The examination certification is divided into three levels: the first is obtaining a patent for work in Russia, the second is a temporary residence permit, and the third is a residence permit.

Each exam consists of three parts: testing in the Russian language, checking knowledge of the history of Russia, and the basics of legislation.
