Sadyr Japarov spoke about how he intends to eradicate the division between the north and south in politics.
He emphasized that he will not allow the division of society into north and south.
According to Japarov, "the division into north and south arises when politicians pursue their own interests, using the people in the process. I have witnessed this division since 2005, when I entered politics. At that time, the government was formed on a regional basis: half of the ministers were from the north, the other half from the south. It was bitter for me to observe this. I promised myself that if I became President, I would try to rectify this problem in Kyrgyzstan," he noted.
As one of the ways to overcome this division, the president pointed to the necessity of staff rotation.
Japarov added: "Since 2021, we have begun to gradually eliminate these divisions. For example, we carried out the rotation of akims and heads of the judicial system, the prosecutor's office, the GKNB, and the Ministry of Internal Affairs. All akims and judges have been replaced, and now there is not a single akim of southern origin in the south; all have been appointed from the north. Similarly, in the north, there are no akims from northern regions; all have been appointed from the south. The same applies to judges. The results are already visible — the level of division has significantly decreased. We expect to continue this work at the level of ayil okmotu. If this is not done, there is a risk that the head of the ayil okmotu will distribute resources in favor of their relatives," the president clarified.
Furthermore, he emphasized that similar changes are occurring in the field of education.
Japarov shared: "Two to three years ago, we opened the 'Akyilman' school, gathering the best students from both northern and southern regions. The education takes place in a boarding school format in Cholpon-Ata. Currently, such schools are being built in various regions, and we plan to complete the construction in two to three years. Ultimately, there will be seven to eight 'Akyilman' schools in the country.
Students, regardless of their region, study together. For example, in Cholpon-Ata, children from all regions are currently studying, and the same situation will be in Osh — students from all areas will gain knowledge. I hope this will become the norm in all regions. After graduating from these schools and universities, young people will be able to directly enter public service. I initiated a law that has been signed and is already in effect," he added.
The president also mentioned an important step related to the rotation of students.
Japarov announced: "Starting from September of next year, students studying on a budget basis will begin their studies under a rotation system. This will help completely eliminate the division of 'north-south' in the future," he concluded.
