In an interview on "Birinchi Radio," Akimov reminded that the previous general plan for Frunze was created with the participation of the Central Scientific Research Institute of Moscow and adapted by Kyrgyz specialists. The 2006 general plan was developed solely by the Kyrgyz Scientific Research Institute, which at that time had the necessary personnel potential and resources.
According to him, when the question of a new general plan arose, the team focused on international standards in urban planning. Akimov noted that similar projects in other cities, such as Dushanbe and Astana, were developed by Moscow and Japanese specialists, respectively. As a result, Bishkek became the only city in Central Asia without an up-to-date general plan.
Akimov also emphasized that they studied the experience of leading global design companies. The Japanese firm Nikken Sekkei, which worked on the concept of the general plan for Bishkek, has been at the top of global rankings for the past three years, taking first place in 2023. This was one of the factors in choosing this company, considering their innovative approaches and new technologies.
He stated that Japanese experts conducted extensive work, visiting Bishkek several times and studying local data. Based on the information obtained, the concept of the general plan was formed. Akimov also noted that there is a severe shortage of qualified specialists in the field of urban planning in Kyrgyzstan.
I do not want to offend our specialists, but a general plan is a complex scientific work and a long-term strategic document. Unfortunately, there are not enough economists in the construction sector in the country."The economic block of the general plan is fundamental, just like the engineering and transport aspects. We have a serious shortage of specialists in these areas, and this should be openly discussed. In 2019, while developing the detailed planning project for the central part of Bishkek, we could not find economists and transport specialists in Kyrgyzstan, which negatively affected the entire process. Therefore, we decided to turn to a Japanese company and a St. Petersburg institute," Akimov added.
The new general plan for Bishkek will be the first urban planning document in Central Asia created in a digital format.
The general plan for Bishkek is being developed in digital form, and it will be integrated with cadastral data. There are currently no analogs of such a general plan in Central Asia."Our general plan will be the first digital document that will be synchronized with other databases, allowing it to be effectively used in further urban planning documentation," he concluded.
We remind you that the master plan for the general plan of Bishkek until 2050 was developed by the Japanese company Nikken Sekkei Ltd, which was also supposed to create the general plan itself. However, the Bishkek city hall signed a contract with a research institute, which developed the general plan project based on the prepared materials.
Funding for the services of the general plan developers was provided by foreign investors.
