This document has been developed in accordance with Articles 18 and 20 of the Law "On Air Protection" and aims to eliminate the legal gap that has existed for more than ten years following the repeal of previous regulations.
The main goal of the new procedure is to establish uniform rules for controlling emissions from vehicles and other mobile sources, adapted to modern realities.
State control, according to the draft, will be carried out by the Service for Environmental and Technical Supervision. It includes clear requirements, inspection procedures, as well as mechanisms for preventing and reducing the negative impact of transport on air quality.
In the explanatory note, the agency points out that with the increasing number of cars, the burden on the environment continues to grow, while the existing instructions for controlling emissions have been absent since 2009. The new procedure is intended to enhance the effectiveness of supervision, establish a systematic approach in law enforcement practice, and strengthen environmental safety.
