Received up to a million soms. Rules for paying fees to bailiffs

The General Prosecutor's Office of Kyrgyzstan is discussing new rules for the payment of fees to bailiffs. At a meeting of the Jogorku Kenesh committee on law and order, combating crime, and countering corruption, Deputy General Prosecutor Umutkan Konkubayeva shared plans regarding this matter.

She noted that currently, 10% of the collected amounts are withheld, and a portion of this is later paid to bailiffs as fees, in addition to their base salary.

“Our research showed that a large portion of the funds is collected in Bishkek and the Chui region, allowing some bailiffs to earn up to 1 million soms. In the regions, the situation is different — there they receive only a fixed salary of 23,000 soms, as they do not have enforcement orders for large amounts. This leads to staff turnover, and currently, there are 20 vacant positions,” she said.

According to the new rules, the collected 10% will be distributed proportionally among all bailiffs, which should improve the situation.

Additionally, according to the law from the General Prosecutor's Office, private bailiffs, which will be introduced into practice, will not receive a fixed salary; however, their fees will range from 3% to 25% of the collected amounts.

According to data from the supervisory authority, in 2025, bailiffs were able to collect 196 million soms.

It is also worth noting that the draft law from the General Prosecutor's Office "On Amendments to Certain Legislative Acts in the Field of Enforcement Proceedings" proposes the introduction of the institution of private bailiffs and stricter penalties for alimony defaulters.
