Prosecutor General's Office: The Introduction of Private Bailiffs Poses No Risks

At a meeting of the committee of the Jogorku Kenesh dedicated to judicial and legal issues, deputy Ulukbek Uzakbaev expressed the opinion that the introduction of private bailiffs carries certain risks. He emphasized the importance of increasing the level of responsibility for private executors.

The parliamentarian noted that transferring a number of functions to private individuals, such as seizing property and restricting exit from the country, requires strict oversight from the prosecutor's office. "The reform we are discussing is large-scale. The prosecutor's office will play a significant role in creating the new institution. It is necessary to monitor the qualification requirements to avoid the commercialization of these services," he added.

In response to these remarks, Deputy Attorney General Umutkan Konkubaeva stated that the supervisory authority will closely monitor the activities of private bailiffs. She emphasized that the establishment of the institution is based on a decree from President Sadyr Japarov and does not pose a risk. "We have studied the experience of other countries, and citizens will be able to choose between private and state bailiffs. The prosecutor's office will exercise strict control," she clarified, adding that a minimum age of 25 years has been set for professionals in this field.

It should be noted that the bill from the Prosecutor General's Office "On Amendments to Certain Legislative Acts in the Field of Enforcement Proceedings" proposes the introduction of the institution of private bailiffs, as well as tightening responsibility for alimony defaulters.
