According to the press service of the Ministry of Digital Development, a key event in 2025 was the adoption of the Digital Code of the Kyrgyz Republic on July 31, which became the first document to create a legal framework for the country's digital infrastructure.
As a result of 2025, the following achievements were made in the field of digitalization:
- 191 services and applications were provided through the interagency electronic system "Tündük," of which 141 operate in a fully automated mode. The total number of transactions in 2025 amounted to 2.4 billion;
- important digital services were introduced, such as the electronic OSAGO policy, electronic work book, and digital certificate form 083/u in the mobile application "Tündük," as well as a mechanism for self-restriction on lending was developed;
- as part of the debureaucratization efforts, a ban on the issuance of paper certificates was introduced, online queues, QR payments, and digital diplomas were implemented;
- 33.7 million documents were registered in the electronic document management system "SED Infodoks," and the number of users reached 162 thousand;
- approaches to managing digital transformation were reformed: "digital deputies" were introduced in all government agencies, and a personnel reserve was created;
- more than 1000 civil servants underwent digital literacy enhancement courses, including regional training and a trainer preparation program;
- national cyber exercises were conducted with the participation of 300 specialists.
