Deputy Dastan Bekeshev has proposed the initiative to lift the existing ban on taking children abroad without the consent of the other parent. This statement was made during the discussion of amendments to the Law "On External Migration," which allows one of the parents to apply for a passport for a minor citizen within Kyrgyzstan.

In the deputy's opinion, it is necessary to move forward and allow children to leave the country without the permission of the other parent.

“It is important to support this bill, but we should not stop at what has been achieved. A child is issued a passport, but cannot use it to travel. Some parents, who do not participate in their children's lives, use their consent as a tool for manipulation. I can give a terrible example: a citizen of our country living in Europe with her child has not been able to return to Kyrgyzstan for seven years because her ex-husband threatens not to give consent for departure. He demands that she be provided with housing or given money. Thus, he blackmails the other parent, using his right to consent,” Bekeshev noted.

The deputy suggested making changes to the legislation allowing a child to travel based on the decision of one parent in cases where the other parent does not participate in the child's life and does not pay alimony.

Deputy Head of the President's Office Almaz Raimbekov reported that officials have been receiving requests from citizens with similar pleas.

“We are considering this issue from different angles, as various complications may arise. Currently, discussions are underway regarding what amendments can be made in conjunction with the ministries. The topic is complex, as it concerns family matters that require a delicate approach. We are studying the experience of other countries,” the official explained.

We remind you that according to current legislation, obtaining a passport for children is only possible with the consent of both parents. The government proposes to simplify this procedure by allowing the issuance of a passport based on the application of one parent. If the amendments are adopted, this provision will only apply when obtaining a passport in Kyrgyzstan, while consent from both parents will still be required for applications submitted to consulates abroad.
