As reported by the Bishkek city hall, the site where the quarry is located is managed by the Presidential Administration.
The area is currently fenced off on one side by the highway, and according to local residents, hundreds of trucks deliver various types of soil daily to fill the quarry.
There is unofficial information about plans to build multi-story buildings in this area. Local residents are questioning the safety of such housing, especially considering the changes in the soil and the nearby hills. No official statements regarding the ongoing work at the quarry have been made by the city hall or the Presidential Administration.
It should be noted that the quarry is located between the 12th microdistrict and the village of Kok-Zhar. Its development began in 1968 for the needs of the then-developing Bishkek (Frunze) and Chui region. For many years, sand, sand mixtures, screenings, and gravel have been extracted here, as well as concrete and reinforced concrete products have been produced.
In October 2023, a plot of land over 60 hectares, the "Kum-Shagyl" plant, and neighboring buildings were transferred from private ownership to state ownership.
