Entrepreneurs in the Moscow District Were Informed About Their Rights During the Moratorium

Yesterday, March 11, in the Moscow district of the Chui region, prosecutors familiarized themselves with the activities of private entrepreneurs on-site.

This was reported to the Turmush correspondent by the district prosecutor's office.

The event took place as part of the implementation of the Decree of the President of the Kyrgyz Republic No. 18 dated January 28, 2026, "On the Introduction of a Ban (Moratorium) on Conducting Tax Control over Business Entities".

"Until December 31 of this year, explanatory work has been carried out among entrepreneurs regarding the ban on conducting unscheduled tax audits of business entities in the established manner. At the same time, entrepreneurs were provided with information from the General Prosecutor's Office of the Kyrgyz Republic aimed at protecting the legal rights of business entities and preventing illegal interference in business operations.

It was also noted that administrative pressure on individual entrepreneurs should not be allowed, their rights should be protected, and favorable conditions for their economic activities should be created. In particular, according to the moratorium, unscheduled tax audits of business entities will not be conducted;

— officials are not entitled to independently initiate audits, except in special cases provided for by law;

— entrepreneurs have been informed that all actions violating the requirements of the moratorium will be monitored by the prosecutor's office.

It was clarified that if an attempt to conduct an unscheduled tax audit of business entities is noticed during the moratorium, entrepreneurs have the right to contact the prosecutor's office.

This situation paves the way for the free conduct of economic activities while simultaneously protecting the rights of entrepreneurs.

Protection against illegal audits is also guaranteed, as well as the right to obtain licenses and permits within the timeframes established by law.

Officials are prohibited from demanding illegal rewards, creating artificial administrative barriers, and exerting pressure on entrepreneurship; in this regard, individual entrepreneurs were given warnings in the state and official languages," the district prosecutor's office reported.
