Ponomarev: The moratorium on unscheduled inspections will reduce pressure on business

Sergey Ponomarev, an expert in economics and business, expressed his opinion regarding the recent decree of the President of Kyrgyzstan, which introduces a moratorium on unscheduled inspections for small and medium-sized businesses until the end of 2026. This decision, signed by the head of state Sadyr Japarov, is aimed at preventing excessive interference by government bodies in entrepreneurial activities.

“The president's decision helps to reduce excessive control from tax authorities, which often caused certain difficulties for businesses and created corruption risks. Therefore, this measure has received a positive response in business circles,” noted Ponomarev.

The expert also emphasized that during the moratorium, it is advisable to develop a methodology for conducting unscheduled inspections to eliminate corrupt elements and establish clear, understandable rules for businesses.
“If a company diligently fulfills its tax obligations and has no serious remarks, then what is the need for unscheduled inspections? The work of such companies is already monitored within the reporting period. It is necessary to minimize bureaucratic barriers and not create unnecessary problems for businesses. This issue has been raised at a high level, and there is a common understanding of its importance,” he added.

At the same time, scheduled inspections and documentary control remain in effect, and monitoring of the use of cash registers is also carried out. Thus, operating businesses should not face additional restrictions and obstacles. “The number of those trying to evade control is decreasing,” concluded Sergey Ponomarev.
