This procedure sparked lively debates. Deputy Surabaldiyeva proposed holding elections for the deputy chairpersons in a non-alternative format, as was done the day before with the speaker and committee chairs.
She noted: "Yesterday we elected you, the speaker, and the committee chairs in a non-alternative manner. Today, it was also necessary to elect the deputy chairpersons.
Thus, yesterday was dictatorship, and today — democracy. To avoid conflicts among deputies, I urge you to nominate candidates in a non-alternative format. While you are discussing, disputes are flaring up here. If you have already chosen the path of dictatorship in parliament, then follow it to the end. Because of the elections of the deputy chairpersons, we are now dividing into 'north-south', 'aka-uka', 'eje-sindi'. This is unacceptable. When the elections for the speaker, vice-speakers, and committee chairs were held, our opinion was not taken into account. At that time, no alternative candidates were proposed. Let's either reconsider the election results or continue yesterday's practice and complete the election. You are still deliberating, not noticing what is happening in the hall. I have been in parliament before and see what is happening and what is felt," she added.
In response, Speaker Nurlanbek Turgunbek uulu said that Surabaldiyeva does not have complete information about the process of electing committee deputies, as she is not a member of any deputy group.
"There is currently no competition or disputes; we are limited to three deputy chairpersons of the committees. There will be no problems with this. Moreover, yes, you are indeed not participating in elections for the first time, but I want to remind you: there should be no division by regions in parliament; this is punishable. Such words should not be spoken from the podium. Certain topics should not be raised in an official setting. We agreed with the faction leaders that today we would elect without disputes, just like yesterday," the speaker replied.
Surabaldiyeva countered that the speaker should not intimidate her.
"I respect you as a colleague, but I ask you to be mindful of your words. You should not intimidate me. Firstly, I understand that you head one of the branches of government, but it is necessary to maintain objectivity and respect for one another.
Some deputies may lack the 'mood', spirit, or opportunity to raise the issues that I voice – I have that. I am the deputy who speaks openly.I am telling you directly. You cannot force me to join any faction. I have my own voters whom I must attend to, and my office is always open to them. Perhaps that is why I did not join any group. I owe nothing to anyone. This is what led to my decision. Therefore, I ask you: be careful with your expressions," Surabaldiyeva concluded.
