Korean. Born in the city of Osh. Graduated from KSU (1973).
Worked as a senior engineer, junior researcher, group leader at the Institute of Physics and Mathematics of the Academy of Sciences of the Kirghiz SSR, head of the department of the Lenin Regional Committee, Frunze City Committee, and the Central Committee of the Komsomol of Kyrgyzstan, head of the educational department, head of the department, vice-rector, director of the Institute of Continuing Education of KGNU, deputy minister of education, science, and culture of the Kyrgyz Republic, vice-rector for international relations, and since 1999 - director of the evening pedagogical institute of KGPU named after I. Arabayev.
Specialist in the field of higher professional education.
Academician of the International Personnel Academy, accredited by UNESCO (1997).
Published more than 40 scientific works, including 2 monographs and educational manuals.
Under his supervision, 1 candidate dissertation has been defended.
