Kyrgyz. Born in the village of Pokrovka, Kirov District.
Graduated from KGMI (1975), and completed clinical residency there (1977).
Worked as a junior researcher, senior researcher, assistant at the Department of Internal Diseases of KGMI, head of the department at KGMI, project manager of "Manas," Deputy Minister, Minister, and since 2002 - Deputy Minister of Health of the Kyrgyz Republic.
Specialist in cardiology, internal medicine, and healthcare organization.
Awarded Honorary Certificates from the Central Committee of the CPSU, the Council of Ministers of the USSR, the All-Union Central Council of Trade Unions, and the Central Committee of the Komsomol (1987), and the Gold Medal of the Polish Academy of Medicine (1998).
Honored Worker of Science of the Kyrgyz Republic (1996). Academician of the International Academic Society (USA, 1998).
Published more than 160 scientific works, including 7 monographs.
Under his supervision, 3 doctoral and 23 candidate dissertations have been defended.
