According to the provided data, this initiative was prepared by the State Agency for Land Resources, Cadastre, Geodesy, and Cartography. The aim is to adapt subordinate legislation to the new Land Code.

- standards for compensating losses in agricultural production when transforming agricultural land;
- standards for compensation when agricultural lands are provided without conversion—for the purposes of infrastructure construction and mineral extraction.
The draft implies that the funds received as compensation will be directed towards the development of new lands, land reclamation, improving soil fertility, as well as project and survey work.
A separate item describes the procedure for calculating lost profits. In particular, the following compensation is proposed:
- 1,760 soms per hectare of irrigated arable land with perennial crops;
- 610 soms for rainfed arable land and fallow land;
- 350 soms for hayfields;
- 90 soms for pastures.
The amount of compensation will be calculated using a coefficient of 99. In cases where land is provided for subsoil use, the duration of the license or its extension, as specified in the permitting documents, will be used instead of the coefficient.
In addition, a mechanism for monitoring revenues to the republican and local budgets during the transfer of land or its use for subsoil use is provided.
