“After the video became public, the drivers were located, and measures were taken against them. The drivers of the ‘Hyundai Grandeur’ and ‘Toyota Land Cruiser’ received a fine of 15,000 soms each under Article 189, Paragraph 1 of the Code of Violations, which pertains to auto hooliganism. Currently, efforts are underway to identify the third participant—the driver of the ‘BMW’, who will also be penalized,” said Aibek Satybaldiyev, head of the city traffic safety department.
According to Article 189 of the Code of Violations, auto hooliganism is defined as actions by a driver that demonstrate a blatant disrespect for society and are accompanied by violations of traffic rules and vehicle operation (such as racing on public roads or aggressive driving in unauthorized areas), which disrupt public order and the peace of citizens. Such actions are subject to a fine of 150 calculation indicators (15,000 soms).
