According to a statement from the press service of the Patrol Service, the victim, citizen G.T., died in the hospital from injuries sustained in the accident. The person involved in the incident left the scene of the accident.
During operational activities conducted on October 14, 2025, officers from the Investigation Department of the Patrol Service detained the driver of the Kia K5 vehicle, born in 1983, named M.A., who was in a state of alcohol intoxication.
Currently, the materials of the case have been transferred to the investigative authorities of the Main Internal Affairs Department of Bishkek. The detainee has been placed in a temporary detention facility until the court's decision.
The Patrol Service reminded that according to paragraph 2.6 of the Traffic Rules, a driver involved in a traffic accident is obliged to:
- immediately stop the vehicle;
- turn on the hazard lights and set up a warning triangle;
- take all possible measures to provide first aid to the injured;
- call an ambulance, and in emergency cases — send the injured by passing transport or, if this is not possible, take them to a medical institution in their own vehicle;
- provide their details, including surname and registration number, and return to the scene of the incident;
and notify the internal affairs authorities about the incident.
According to Article 192, Part 4 of the Criminal Code of the Kyrgyz Republic, leaving the scene of a traffic accident by the driver, if it is not related to a criminal offense, entails deprivation of the right to drive for a period of up to 6 months.
Furthermore, according to Article 144 "Leaving in Danger":
1. Deliberate abandonment without assistance of a person in a life-threatening or health-threatening condition, if the offender themselves placed them in such a situation (including as a result of a traffic accident), may be punished by corrective labor for a period of 2 months to 1 year or a fine from 200 to 500 calculation indicators, with possible deprivation of the right to hold certain positions or engage in certain activities for up to two years.
2. If this action leads to serious harm through negligence, the punishment may be a fine from 500 to 1000 calculation indicators or imprisonment for up to 5 years.
