Over 300,000 Debtors on Banks' Blacklists. Ministry of Economic Development Amends the Law

At the meeting of the Jogorku Kenesh on January 28, it became known that in Kyrgyzstan, over 300,000 debtors are listed in the banks' blacklists. Deputy Minister of Economy and Commerce Benazir Nurlanova presented the draft law "On the Exchange of Credit Information."

She pointed out that according to current regulations, credit bureaus must store:

Nurlanova noted that to stimulate consumer demand and support small businesses against the backdrop of sustainable economic growth in the country, it is proposed to reduce the storage period for negative credit information from 5 to 3 years, and for positive information from 7 to 5 years. It is also proposed that information on loans up to 10,000 soms will be stored for only 1 year.

In addition, it is planned to make an amendment according to which the storage period for credit information provided by a liquidated credit institution will be reduced from 5 to 2 years from the date of the last update of the data in the credit history.

The adoption of this draft law will allow:

Deputy Dastan Bekeshev suggested that the Ministry of Economy consider the possibility of excluding from the blacklist citizens who have become victims of fraud when applying for loans.

Following the discussion, the parliament supported the draft in the first reading.
