In the KR, the procedure for obtaining state support for seed production farms has been simplified
According to the new changes, the list of necessary documents that agricultural producers must submit to obtain subsidized seeds and state assistance has now been clarified. An application must be submitted to the district agricultural development office, indicating contact details.
Copies of identity documents and TIN (for individuals and individual entrepreneurs) or documents of state registration, the charter, and information about the head (for legal entities), as well as confirmation of land ownership, should be attached to the application.
If any documents can be obtained through the interagency electronic interaction system "Tunduk," their submission is not required from the applicant.
Clear deadlines have been established for reviewing applications: the district office must forward the documents to the local commission within two working days. The commission is obliged to make a decision on inclusion in the list of recipients of subsidized seeds within five working days from the date of application submission.
At the same time, some points (12, 18, and 28) from the previous procedure have been excluded. The requirements for seed-growing farms engaged in the production and sale of priority agricultural crops have also been clarified. Farms must confirm the quality and volume of seeds, as well as the absence of tax, insurance contributions, and budget loan arrears. The responsibility for the accuracy of the provided data lies with the farm itself.
Furthermore, based on the decision of the district commission, a contract for the provision of a state subsidy will be concluded between the seed-growing farm and the authorized body for seed certification and variety registration. The decision on the subsidy payment must be made by the head of the authorized state body within three working days after receiving all necessary documents.
This resolution will come into force in 15 days.
