According to the city hall, the need to update legislation in the field of land relations arose in connection with the adoption of the new Land Code of the Kyrgyz Republic.
"The existing regulation, approved on January 14, 2020, includes outdated norms and references to the previous version of the code, and does not take into account innovations in regulating issues related to land purchases," the document emphasizes.
Additionally, an analysis of the application of laws revealed the need to introduce additional measures to ensure that tenants fulfill their obligations when purchasing. In this regard, the draft includes:
- the mandatory presence of a pledge agreement for the purchase;
- the possibility of alternative purchase through the transfer of 10% of residential premises to municipal ownership in constructed apartment buildings;
- the development of a methodology for calculating the purchase price of land;
- the optimization of interagency interaction when considering applications for purchase, including the exclusion of unnecessary procedures (for example, urban planning conclusions in cases where they are not required).
- ensuring the transparency of purchase processes;
- reducing the time for processing applications;
- increasing budget revenues in Bishkek;
- supplementing the municipal housing stock.
