The GNS published an investigation on "Kyrgyzneftegaz" and schemes mentioning the Tashievs.
Experts from the STS explained that as a result of gray schemes and unclear write-offs of raw materials, three main schemes were identified through which oil revenues were siphoned off into private hands close to the family of the former head of the GKNB, Kamchybek Tashiev.
Details of these schemes are presented below:
Scheme 1. Falsification of oil production lossesAccording to STS data, over five years, "Kyrgyzneftegaz" extracted about 879 thousand tons of oil. However, it was reported that nearly 29 thousand tons were classified as production losses. Meanwhile, company specialists claim that actual losses do not exceed 1% of the total volume, which should have amounted to about 9 thousand tons. Thus, 20 thousand tons of oil went missing from accounting, valued at approximately 560 million soms.
Scheme 2. Involvement of unjustified intermediaries for processingThe STS notes that the first stage with raw material loss is just the beginning of a more complex resource distribution chain. It was established that 30% of the extracted oil, specifically 262 thousand tons, was sold to private companies. Instead of sending the oil for processing at its own plant "Kyrgyz Petroleum Company," the raw material first went to intermediaries, who then sold it back to the same plant, but under their own brand.
This scheme allowed intermediaries to gain the main profit, while the state enterprise lost over 3 billion soms.
Scheme 3. Selective distribution of finished petroleum productsThe STS also pointed out a selective approach to the sale of finished petroleum products. Oil after processing is divided into different products, among which the most profitable are diesel and fuel oil. According to the tax service, these products were sold through a narrow circle of private companies and then resold to other buyers, including foreign traders. In some cases, fuel oil was returned to the plant. Thus, the most in-demand products ended up with intermediaries, while the state enterprise lost profits.
For example, the company "Region Oil" purchased fuel oil worth nearly 466 million soms. It is owned by Aydarova Nazgul Kubanychbekovna, who is also an accountant in the political party "Ata-Jurt." She is also linked to other companies that received contracts for oil supply from JSC "KPC."
Investigators also found that the firm of Tai-Muras Tashiev purchased diesel from the plant for subsequent sale to municipal enterprises in the Jalal-Abad region. Apparently, the non-liquid AI-80 gasoline and fuel oil did not interest Tashiev's relatives, so they were sold to large oil traders such as LLC "Alpha Oil" and "Partner Oil." The raw material was supplied by LLC "Kyrgyz-Uzbek-Azerbaijani JNPZ," which received 83 thousand tons over five years. The director of this company is Tashiev Kazybek Kadyrshaevich, and the founder is Tashiev Shaiyrbek Kydyrshaevich.
"These schemes operated during the period when Baigazy Matisakov - a nephew of Kamchybek Tashiev - headed the oil processing plant of JSC 'KPC.' It is currently being clarified how the director of the subsidiary carried out the distribution of extracted raw materials at OJSC 'Kyrgyzneftegaz,'" the tax service materials state.
According to Samsaaly Chetimbaev, who was appointed head of OJSC "Kyrgyzneftegaz," there were only 1.2 million soms in the company's accounts when he took office, which was barely enough to pay salaries.
"At present, most private companies mentioned in the supply chains have effectively ceased operations or are unavailable for comment. The tax authorities are currently continuing to verify all episodes mentioned in the investigation to determine the final extent of the damage to the national budget," the tax service added.
