Scandal in the elections of district No. 13: Attempts to stop video recording at the polling station – details

The Central Election Commission of the Kyrgyz Republic announced the invalidity of the early elections for deputies of the Jogorku Kenesh in the multi-mandate electoral district No. 13 at its meeting on December 3. The main reason for this decision was numerous violations identified during the voting process.

Instances of candidates' representatives installing cameras on smartphones at polling stations in the district were recorded, which violated election laws. These actions were carried out to monitor the voting and the behavior of voters.

Complaints about violations were submitted to the CEC KR on December 2, and videos and photographs documenting serious violations of citizens' rights during the elections were also published on social networks. In particular, reports of pressure on voters and vote-buying were noted, which was also confirmed by the submitted documentation.
The CEC reviewed these complaints and analyzed video recordings from polling stations where cameras were installed. This allowed them to establish that observers from candidates illegally conducted video recording at 35 polling stations, violating the secrecy of the vote.


According to the Constitutional Law "On the Elections of the President and Deputies of the Jogorku Kenesh of the Kyrgyz Republic," observers have the right to take photos and videos, but only in places where it does not violate the voting process and the secrecy of the vote.
However, it was established that some observers violated these rules by monitoring the actions of voters at all stages of voting, which created pressure on the electoral process.


Despite attempts by members of the precinct election commissions to stop the illegal video recording, representatives of the candidates continued to document what was happening at the polling stations. In this regard, the CEC plans to conduct an inspection of the work of the precinct commissions regarding their compliance with their duties.
The violations identified at 35 polling stations affected the freedom of choice of voters and made it impossible to determine the results of the voting in district No. 13. Control by candidates began from the moment voters entered the polling station and continued at all stages of voting.


Taking into account all the identified violations, the CEC KR, based on Article 37 of the Constitutional Law "On the Elections of the President and Deputies of the Jogorku Kenesh of the Kyrgyz Republic" and other regulatory acts, declared the elections invalid.
Furthermore, according to the law, all candidates participating in these elections will not be able to participate in the repeat voting:
