The Central Election Commission (CEC) published a response to the statement made by candidate for the Jogorku Kenesh Dastan Bekeshev regarding the violation of voting secrecy during off-site voting.

On November 29, Bekeshev reported on social media that members of the precinct election commission No. 1130, located in microdistrict 5, left their precinct to conduct voting in microdistrict 12, which he believed violated the secrecy of the ballot. He pointed out that a ballot, already filled out by an elderly voter, was visible to everyone, as the ballot box was delivered late.

In response, the CEC clarified that all actions were carried out in accordance with Article 33 of the constitutional law of Kyrgyzstan "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh," which regulates the process of voting outside the polling station. Off-site voting is intended for voters with disabilities who are unable to arrive at the polling station. It is important that the voter is registered and included in the voter list of their precinct.

The CEC reported that the voter in question has a first-group disability, and the off-site voting was requested by his daughter. To ensure the rights of this voter, the commission organized voting at his actual place of residence, delivering a portable ballot box.

The CEC also denied rumors that the chairperson of precinct commission No. 1130 had given instructions on how and for whom to vote. The commission noted that claims of "minor violations" are not true: the precinct began its work on time, the equipment functioned properly, and all procedures were carried out in accordance with the requirements of the CEC.
