The Central Election Commission of Kyrgyzstan reports on the procedure and deadlines for summarizing the voting results, as well as determining the outcomes of the early elections for deputies of the Jogorku Kenesh, which took place on November 30, 2025.
Voting Results Summarization Process (PEC-DEC):
1. In accordance with the current legislation, the information from the automated management system (AMS) is preliminary. The voting results at each polling station will be summarized by the precinct election commissions based on manual vote counting.
Within three calendar days after the voting at the polling station, complaints may be submitted to the district election commissions.
2. The district election commissions (DEC), upon receiving the protocols from the precinct commissions, will form a consolidated table by aggregating the data from these protocols and summarize the voting results for their district.
The decisions made by the district commissions regarding the voting results can be appealed to the Central Election Commission within three days from the moment they are made.
Establishment of Election Results (CEC):
3. The Central Election Commission, based on the data from the protocols of the district commissions, must determine the election results in the district no later than 13 calendar days after the voting (by December 14, 2025). This includes the election of three deputies of the Jogorku Kenesh of the Kyrgyz Republic from the district.
Decisions made by the CEC can also be appealed in court within three days.
In considering the voting results and election outcomes, all election commissions, regardless of their level, are required to take into account all submitted complaints and statements regarding violations that occurred during the preparation and conduct of the elections, and to make a decision on each of them.
