







In social networks, a photograph of the meeting of the Kyrgyz delegation in Moscow, led by the Deputy Prime Minister and Minister of Energy, with the participation of Alexey Shirshov, is actively discussed. Some commentators remind of your previous statements that Shirshov would not hold any government positions.
Daniyar Amangeldiev, in his brief comment, noted that "Shirshov's knowledge and information are needed now." In response to this, part of society is asking: is there really no more qualified specialists in this field in Kyrgyzstan? Opinions are also voiced along the lines of: "Tashiev left – Shirshov came." What is the real situation?
– Let me answer this question. I will start by saying that at the end of 2021, Shirshov contacted me through intermediaries with an offer: "If I am not arrested, I am ready to come to Kyrgyzstan. I have information about all of Maxim's assets both abroad and within the country and can help return them." Maxim, after his escape, left his close ones without support, betraying them. One of them was Alexey Shirshov.

“Let him come and share his knowledge,” we decided and granted him entry permission. He agreed with one condition: “Times have changed. You cannot deceive government institutions. If something goes wrong – you will end up behind bars. You and Maxim got rich on the state, now help return it,” we added.
Shirshov began cooperation with the GKNB and the Ministry of Internal Affairs.



As for his participation in the negotiations in Moscow, regarding the Upper Naryn Cascade of Hydropower Plants, our debt to "RusHydro" amounts to 37 million dollars, and with interest, this amount exceeds 51 million dollars. The interest continues to grow.
The International Court confirmed that "interest will be accrued." Therefore, I sent a delegation to Moscow led by Daniyar Amangeldiev to discuss ways to resolve this debt.
Daniyar contacted him and informed that Shirshov could participate in the negotiations, offering useful information for Kyrgyzstan about "RusHydro," with whom he had previously worked. Time will tell how useful this will be.
The most important thing is that we will not allow Shirshov to hold any ministry position and control it if it does not benefit the state. If there is a benefit – we will take advantage of it, if not – we will tell him to behave cautiously.
In conclusion, we will not allow attempts to steal from the state budget. Therefore, it is not worth paying attention to those who continue to "manipulate" the issue of Shirshov.
The Ministry of Energy plans to fully repay the accumulated debt of 137 billion soms this year and to start making a profit from next year. In this structure, theft has been stopped, and we plan to close the debt, which has accumulated over 30 years, in just five years. If the thefts had continued, it would have been impossible to close the debt – it would only have increased.
If any employees are caught stealing, there will be no leniency. This applies not only to the Ministry of Energy but to all state structures and officials.
