The construction of the philharmonic in the city of Manas, costing nearly 7 billion soms, has been frozen — the minister compared the budget to 14 new schools.

Construction work on the philharmonic hall with 3,200 seats in Manas has been temporarily halted. The project, which is estimated to cost approximately 7 billion soms, will be sent back for revision, as reported by the Minister of Construction, Architecture, and Housing and Communal Services, Nurdana Oruntaev, during an inspection of the sites.

The minister noted that the allocated funds do not meet the actual needs of the region. He emphasized that with this money, it would be possible to build more than ten schools. “There is already a philharmonic hall in Bishkek with 1,100 seats, and it has not yet achieved full financial independence. While the plan was to construct a new building with 3,200 seats. The estimated cost of the project is nearly 7 billion soms. With this amount, 14 schools could be built, each estimated at about 500 million soms. For example, the B. Alykulov school in the Suzak district was built for exactly that amount. Our top priority is to address the shortage of educational institutions and other social issues,” added Oruntaev.

According to him, the philharmonic hall is indeed necessary for the city; however, the project will require revision, including a reduction in the number of seats. Construction will be suspended until changes are made to the project.

Currently, work worth about 20 million soms has been completed on the site, including earthworks and foundation pouring. The total amount spent by the construction company will be paid after the final calculations are completed.



Funding for the project is provided by the Stabilization Fund of the Kyrgyz Republic.

The project was developed by the company LLC "Arch-TB".

The customer is the Department of Capital Construction under the Manas City Hall.

The general contractor is the State Enterprise "Osh Center for Emergency Response" under the Ministry of Emergency Situations of the Kyrgyz Republic.

Subcontracting work is performed by the company OsOO "Bagration". According to the Ministry of Justice, the director and founder of the company is Seytkulov Nurseit Alymjanovich, the company was registered on August 6, 2018, and underwent re-registration on January 24, 2025.

The issue of constructing a new philharmonic building has been discussed for a long time, as the current building named after Toktosun Tynibekov is in an emergency state. Work on the new facility began in February 2026.

Additionally, it has become known that eight major facilities in Manas have been transferred to the management of the Ministry of Construction. The department assures that work on the other seven facilities will continue as scheduled and will be completed on time.

In 2025, the Deputy Chairman of the Cabinet of Ministers and Chairman of the State National Security Committee, Kamchybek Tashiev, stated that the philharmonic hall in Manas would become the largest in the country.

The expected construction budget was 6 billion 800 million soms.
