In December 2024, I was appointed to this position after serving as the First Deputy Prime Minister. My experience includes extensive work in tax authorities, where I reached leadership positions, as well as serving as Deputy Minister of Economy and more than four years as Minister of Finance.
My main task was to oversee the economic part of the Cabinet of Ministers' work to maintain GDP growth rates. The work proceeded without significant difficulties, as I already had the necessary knowledge in the financial and economic spheres.

We have a development strategy until 2030, according to which GDP should reach at least 30 billion dollars.
- What is the current GDP?
At the end of last year, it was about 22.6 billion dollars.
- Do you intend to increase GDP to 30 billion by 2030?
No, we are planning a more significant growth.
- Which sectors of the economy contribute to this growth?
Growth is expected in industry, construction, as well as in agriculture and services. We plan to launch at least 100 new industrial enterprises.
- What will be the personal responsibility of ministers for projects?
Each facility will be assigned a curator-minister who will be responsible for its implementation. I regularly visit the sites myself to monitor progress and ask curators about the status of work.
- Can Kyrgyzstan become an Asian tiger?
We have every chance for that.
- You mentioned GDP. What are the results for 2025?
The GDP grew by 11%, and over the first two months of the current year, we observe a growth of 9% compared to the same period last year.
This has been made possible by improving investment legislation and introducing the practice of constructing more than 100 new enterprises annually, which has yielded positive results.
Last year, over 270,000 new jobs were created, and investments in fixed capital increased by 18.4%. For the current year, I have approved 113 projects with an investment volume of 2.6 billion dollars and the creation of over 12,000 jobs.
We are actively working on debureaucratization of processes. The Minister of Justice also serves as the Deputy Chairman of the Cabinet of Ministers and is engaged in this work.
Additionally, we have a program called "Government Accelerators," borrowed from the UAE experience, which helps identify problems in the service sector and resolve them promptly.
This allows us to reduce duplication of functions and appoint a responsible person for projects, which contributes to improving the situation.
We are creating favorable conditions for existing enterprises, which also yields results.
- Are new enterprises opening across the country?
Yes, this is our main goal — to develop the regions and reduce internal migration.
- How does Kyrgyzstan maintain its investment attractiveness?
We are implementing several large investment projects, such as the construction of the Kambarata Hydroelectric Power Station and the "China – Kyrgyzstan – Uzbekistan" railway.
An important step has been resolving border issues, which has been noted by international organizations and has contributed to attracting investments.
The construction of the railway will open new opportunities for trade between the East and the West, reducing cargo delivery times.
The volume of investments in this project is 4.7 billion dollars, with 50% financed by the Chinese side.
Kambarata HPP-1, which involves Kazakhstan, Uzbekistan, and Kyrgyzstan, will also be an important project for the region's energy security.
- Will Kambarata HPP solve the problem of electricity shortages?
No, it is not enough. We continue to import electricity and are actively developing hydroelectric power stations and alternative energy sources.
We have signed more than 10 agreements for the construction of solar power plants with a capacity of about 6,000 MW.
- How is the wind power project at Issyk-Kul with "Rosatom" progressing?
Construction will begin this year, and the first part will be launched at the end of 2026.
- What is the current state of the CIS?
The Commonwealth has achieved significant success over 35 years and continues to develop as an effective mechanism for interaction.
- What helps CIS countries remain united?
A common history, linguistic proximity, and traditions contribute to further cooperation.

This year we will host the SCO summit in Bishkek, where a residence for delegations will be created.
- Do you want to free the city from officials?
Yes, we plan to move administrative institutions outside the city.
- What about high-speed roads in the city?
We plan to create separate lanes for quick access to airports.
- Will there be a meeting of guests in the new Bishkek on August 31?
We will hold the SCO opening at the new stadium with 51,000 seats, which will be the largest in Central Asia.
We are building new buildings for the tax service and the General Prosecutor's Office.
- So, you are moving administrative functions out of the city?
Yes.
- How are things with healthcare personnel?
We have problems with a shortage of doctors, but we have increased salaries and are developing programs to attract young specialists.
From April 1, we plan to raise salaries in the social sphere by 100%.
Young doctors will receive significant increases, and conditions will be provided for training and working in their regions.
- Does this also apply to anyone wishing to work in rural areas?
Yes, we will allocate apartments for such doctors through the state mortgage program.
- What is the current mortgage rate?
For budget employees — 4%, for non-budget employees — 8%.
- How many apartments do you plan to hand over this year?
We are building about 80,000 to 90,000 apartments.
- How do you address infrastructure issues for new residential complexes?
We are definitely building schools and hospitals in new residential areas.
- What is the current shortage of medical personnel?
In some regions, the shortage can reach 40%.
- How are things with maternity hospitals?
We continue to build new hospitals to improve conditions for childbirth.
- What is the situation with birth rates in the country?
The birth rate in Kyrgyzstan is at a normal level.
- Is having four children in a family a common practice?
Yes, this is quite a normal situation for many families.
- And what about grandchildren?
I have three grandchildren so far.
- Young people increasingly do not want to have many children...
Starting July 1, the president introduced new child allowances to support families.
- What is the role of the agricultural sector in the food security of the CIS?
Agriculture in Kyrgyzstan is showing growth and provides nine key products for food security.
We export vegetables and fruits and are also actively developing fish farming.
Our honey is also in demand in international markets due to its high quality.
- Do you export fish despite the lack of sea?
Yes, we have many farms engaged in aquaculture.
We also export honey, which is highly valued in Arab countries.
- Is the product from Kyrgyzstan environmentally friendly?
Yes, our products are ecologically clean.
- Do you love mountains and fishing?
Mountains occupy 94% of Kyrgyzstan's territory, and I personally enjoy fishing in mountain rivers.
- What is your favorite way to cook fish?
I like to cook fish in various ways — fried, smoked, and dried.
- How is the construction of hotels progressing?
The private sector is actively building hotels and ski bases at Issyk-Kul.
- Is there a plan to build an airport in this region?
The airports in Tamchy and Karakol are being modernized.
- Are there flights from Moscow to Karakol?
Currently, flights are available to Tamchy.
We are developing a project that will connect mountain resorts and create a new cluster.
