Sadyr Japarov at the Youth Forum: My Goal is to Build the Kyrgyzstan of My Dreams

Today, November 10, the President of the Kyrgyz Republic, Sadyr Japarov, opened the national youth forum "Kyiаlymdagy Kyrgyzstan" in Bishkek.

"Dear youth, esteemed young leaders! Honorable participants of the forum "Kyiаlymdagy Kyrgyzstan"!

We gather again for a significant event – the opening of the Small Arena of the Dolon Omurzakov Stadium as part of the youth forum "Kyiаlymdagy Kyrgyzstan".

I congratulate all young people from the seven regions of Kyrgyzstan on this opening and on Youth Day! May our young generation, aware of its responsibility for the future of the country, grow and strengthen! Please convey my warmest congratulations to all young people in your regions!

Two years ago, we also met at this forum, discussing important youth issues and sharing opinions. We talked about the fight against corruption, economic reforms, creating new jobs, affordable housing, reducing energy dependence, strengthening national unity, and developing sports.

This forum has become a platform for youth to discuss pressing issues together with government bodies and to determine their future.

Not all the issues raised two years ago have been fully resolved, but we are taking active steps towards their gradual resolution. This is noticed not only by the youth but by society as a whole. The fight against corruption continues, and we are exposing complex schemes that have been entrenched for decades. No one will be able to encroach on public property and state funds.

You, the youth, must become a force capable of resisting corruption, theft, and bribery. It is necessary to raise a generation that will love its homeland as much as its parents!

Two years ago, I said that the main problem is the creation of jobs and affordable housing. These issues concern the youth of Kyrgyzstan the most.

We are actively working to fulfill this promise. Last year, in honor of the 100th anniversary of the Kara-Kyrgyz Autonomous Region, more than a hundred new enterprises were opened.

This year, we also opened over a hundred enterprises, creating thousands of jobs. This process will continue.

Regarding affordable housing, in the past two years, about 5,000 apartments have been transferred under mortgage programs. Thousands of citizens who have long rented housing are receiving their own apartments.

Providing housing for youth is not just a social task, but part of state policy aimed at strengthening stability in families and confidence in the future. The state mortgage company is building apartment buildings that will have more than 70,000 apartments across the country.

This is a unique program in the history of Kyrgyzstan! Our goal is for every citizen to live with dignity, in their own home, on their own land.

Dear friends!

At the last forum, we also discussed an important task – achieving energy independence. The energy deficit is not a new problem, but a result of ineffective management in the past.

Every year, we put small hydropower plants into operation and reconstruct large ones, but we still cannot fully meet the electricity needs.

Currently, hundreds of social facilities and industrial enterprises are being built, and the energy sector does not always keep pace with the pace of development.

However, in the next 2-3 years, we plan to completely eliminate the electricity deficit and move to export. We are implementing large projects in this area.

If our main source of energy was previously water, now we are actively developing solar and wind energy.

Dear young men and women!

My main goal is to build the Kyrgyzstan of my dreams: a prosperous, independent state where the people live in abundance, and the sons and daughters of our country proudly carry the honor of the nation!

This dream must become a common aspiration, especially for the youth! You must realize that to realize this dream, your energy and indomitable spirit are necessary. As president, I believe that you will make a significant contribution to building the Kyrgyzstan of my dreams!

With hope for this, I urge you to pay attention to important directions.

First of all, education is a priority task. You must not lag behind its flow for even a minute.

We are working on transforming the educational system of our country in accordance with modern requirements. Our goal is to create conditions for youth to be competitive at the international level. Therefore, we pay special attention to supporting scientific research in universities.

You know that since 2022, under the "El ümütü" project, we help master's students study at the best universities in the world. To date, 55 students are receiving education in 38 universities that are among the top 100 world universities, such as Oxford, Cambridge, Harvard, and others. The state has allocated about 265 million soms for this. This means that behind every som lies the future of Kyrgyzstan.

The "El ümütü" project is already yielding results. Seven of its graduates work in science, education, and public service, while another 12 have found jobs in international companies, bringing glory to Kyrgyzstan. This is our pride!

In addition, 22 students sent in 2021 to the Shchepkin Higher Theater School in Moscow successfully completed their studies and returned to their homeland. These young actors found work at the Osh National Drama Theater and housing in a new modern building.

Supporting the innovative potential of youth and developing entrepreneurial skills have become priorities of state policy in science and education. The Cabinet of Ministers is implementing initiatives to support youth startups. The results are already visible. Startup project competitions among universities have shown that we have hardworking and creative young people. Their innovative ideas can be applied not only in education but also in industry, agriculture, and medicine. These inventions inspire future generations.

At the past forum, the idea of creating a youth association was initiated. In accordance with the Cabinet of Ministers' resolution, the "Youth Movement of Kyrgyzstan" has been established and has already begun to operate. According to statistics, youth makes up 35% of the country's population. This is our driving force! If this youth unites, it can become the locomotive for the development of Kyrgyzstan. Therefore, I urge all leaders to support this movement and develop its representations in regions and cities.

Secondly, it is necessary to strengthen national unity and harmony. On December 18, 2024, we adopted the Concept "Uluuttuk dem – düynölük biiktyk" ("National Spirit – Global Heights"). This concept is not just a document, but a plan that shows the direction of development of language, culture, and national unity. It aims to preserve our traditions and values and, based on them, achieve success in all areas.

In the context of globalization, you, the youth, must not forget your roots and moral principles. It is important to be mindful of your behavior in society and online, your words and actions. Patriotism, unity, and mutual understanding among youth play a huge role.

Thirdly, we strive for an economic "leap of the snow leopard." We have adopted a National Development Program until 2030 with ambitious goals: to industrialize the country and make Kyrgyzstan a logistics hub between China, the EAEU, and Central Asia. Priorities also include agriculture, tourism, and "green" energy.

As part of this program, we plan to increase GDP to 30 billion dollars by 2030 and bring Kyrgyzstan into the top 30 leading countries in the world. I am confident that we will achieve these goals together with educated and active youth.

The fourth direction is ecology and environmental protection.

You, the youth, must understand that we are all part of nature. If we do not take care of it, the consequences will be serious. We are already seeing glaciers melting and the amount of fresh water decreasing. Economical use of resources and nature conservation should become important principles in your consciousness.

Dear youth!

Today's forum takes place on the eve of elections to the Jogorku Kenesh. Political upheavals and protests have often occurred due to elections. Injustice in electoral processes, vote buying, and violations of voter rights have been common phenomena.

Now everything has changed! All polling stations are equipped with electronic counters, and everyone can vote only once. We are monitoring vote buying and abuse of office, protecting the rights of every voter. Honesty and responsibility are required from you, the voters. Do not sell your votes for small money, and do not regret it later! I hope that the youth will make the right choice and elect worthy deputies to parliament.

Youth must be active and participate in elections. On November 30, we will elect a new composition of the Jogorku Kenesh. I am confident that the youth will make the right choice for the future of our country.

Esteemed participants of the forum! We are opening the Small Arena named after Dolon Omurzakov, which can accommodate 5,000 people and meets international standards. This is a multifunctional facility where sports events, international tournaments, and concerts can be held.

I want to express my gratitude to the Bishkek city administration, sponsors, builders, and architects for creating this modern complex.

From today, the arena will become a cultural and sports center of our capital, and this facility is built for you, the youth! You are the true owners of this arena!

Dear youth!

You are the support of the Kyrgyz people, who have a rich history and have steadfastly overcome difficulties.

I want to emphasize that it is you, the youth, who will build the future of Kyrgyzstan.

I know that each of you wants to contribute to the development of the country.

The strength that drives us forward is the unity of the people, harmony in society, and the creative energy of youth.

I believe that with your knowledge, courage, and energy, we will build a just and prosperous Kyrgyzstan – "the Kyrgyzstan of my dreams"!

Therefore, I have decided to name this arena "Zhashtyk." May the "Zhashtyk" arena bring good luck and become a symbol of inspiration for the youth!" - concluded the president.
