With the arrival of the spring equinox, when nature begins to awaken, the long-awaited spring comes to our country.
We, continuing the traditions of our ancestors, joyfully celebrate Nowruz — a holiday of renewal, hope, labor, harmony, and unity, which is an essential part of the cultural heritage of humanity, bringing peace and prosperity,” he noted.
According to the famous akyn Arstanbek Ata:
“Even if the sun knows you, even if your hand reaches the stars — with the people, you are great; without the people, you are like a wild beast.”
We have made it a tradition to hold joint celebrations of state holidays with the people in various regions of the country.
This year, Nowruz is celebrated in Naryn, at the foot of the sacred mountain Ala-Myshyk for the Kyrgyz, on the banks of the Naryn River — the lifeblood of Central Asia.
Being in this blessed land, where the air is filled with the aroma of kumys, and the horizons are framed by snowy glaciers, I wish the people of Kyrgyzstan peace, prosperity, and well-being, unity, and I wholeheartedly congratulate all Kyrgyzstanis, compatriots abroad, as well as foreign ambassadors and representatives of international organizations on the holiday of Nowruz!

Since ancient times, Tien Shan has been a unique region with deep strategic significance.
Located on the Great Silk Road, which connected the East and the West and facilitated cultural exchange, the Naryn region has a rich history.
This is confirmed by monuments such as the Teke-Sekirik cave, the ruins of Koshoy-Korgon, the remains of the Kocbor-Bashi settlement, the caravanserai Tash-Rabat, the fortress Shyrdakbek, and the mausoleum Kyk Choro, among others.
Speaking of this land, whose past, present, and future are linked to great opportunities, one cannot fail to mention the outstanding individuals who emerged from this blessed people, who are as high as their mountains and swift as their rivers, and who honorably preserve the name of the Kyrgyz and their traditions.
These are such great figures as Koshoy Baba, the manaschi Tynybek Japiy Uulu, Sagymbay Orozbakov, Shapak Rysmendeev, Togolok Moldoo, who passed down the epic "Manas" from generation to generation; the heroes Atantay, Taylak, Kachyke, Ormon Khan, Azhybek; the founders of the state Ishealy Arabayev, Bayaly Isakiev, Satybaldy Naamotov; outstanding statesmen such as Turdakun Usubaliev; thinkers Arstanbek and Moldoo Kylch; scholars Durbölön Mambetov, Üson Asanov, Asanbek Taabaldiyev; as well as prominent figures in culture and literature such as Musa Bayetov, Kalyy Moldobasanov, Midin Alybaev, Esengul Ibraev, Myskal Ömürkanova, Muratbek Ryskulov, Tatybubu Tursunbaeva, Jumamüdin Sheraliev, Kenesh Jusupov, and many others.
As the outstanding scholar Sovetbek Baygaziev noted, these individuals are “spiritual peaks,” adorning Tien Shan and rising above time.
I believe that this blessed land, which has given the country such outstanding people, can today raise new creators who will lead the process of revival and create a Kyrgyz renaissance.
I especially want to emphasize that in the era of globalization and rapid technological development, the people of Naryn, endowed with many talents, can make a significant contribution to the development of the entire country. I say this with deep faith and hope.

Allow me to briefly summarize the last five years: stability has been established in Kyrgyzstan, the country has embarked on a path of development, and the Naryn region has also not been left behind.
If in 2020 the gross regional product of the region was 18 billion soms, by 2025 it is expected to reach 40 billion soms, which means a growth of 224 percent. This is more than a twofold increase.
The volume of industrial production has increased 5.7 times over five years. In 2021, only 30 enterprises were opened, and by 2025 their number will reach 134, creating hundreds of new jobs.
Currently, projects are being implemented in the region in the fields of construction, road infrastructure, irrigation, and clean water supply totaling 21 billion soms.
In the construction sector, 143 facilities are currently under construction.
Over the past five years, 51 social facilities have been commissioned, including schools, kindergartens, and hospitals.
In the Naryn region, 259 kilometers of roads have been paved, of which 135 kilometers are planned for 2025. The central street of the city of Naryn has been completely renovated.
Since 2022, 0.6 percent of the gross profit from the Kumtor gold mine has been directed to the "Tien Shan" Development Fund.
Currently, the fund has accumulated about 2 billion soms, which are directed towards the development of the region, including the implementation of a number of social and infrastructure projects in the Naryn region.
Among the projects financed by the "Tien Shan" fund is the construction of mortgage housing in Naryn.
The main part of the financing for mortgage housing comes from the republican budget.
Last year, with my personal participation, the "Naryn" airport was commissioned with regular flights connecting it to the capital twice a week.
The Naryn bus station has also been completely renovated.
From the stabilization fund of the region, 2 billion 382 million soms have been allocated. With this funding, a modern cultural center is being built in Naryn, the likes of which do not exist in the country.
In the last five years, foreign investments amounting to 6 billion 800 million soms have been attracted to the region.
Tien Shan is a region with high energy potential.
The Naryn River, gifted by nature, opens up wide prospects for energy development.
Currently, a 100-megawatt "Kulanak" hydroelectric power station is under construction; the implementation of this project will strengthen the energy security of the region and create additional capacities.
Additionally, an investor has begun construction of the Kara-Kechinskaya thermal power station with a capacity of 1200 MW.
The completion of the construction of the "China-Kyrgyzstan-Uzbekistan" railway will open new transit connections for the region and enhance its international significance.
This will also improve the economic and logistical potential of both the Naryn region and the entire Kyrgyz Republic.
With the commissioning of the project, the transportation time for goods will be significantly reduced, and new opportunities for access to new markets will arise.
If today, being between Europe and China, we remain in decline, then with the completion of the railway construction, we can become a transit country.
The construction of this railway is planned to be completed by 2030.
The creation of trade and logistics centers along the railway is essential for the development of infrastructure and the integration of the local economy.
The internal railway connecting the north and south of the country has already reached Kochkor.
In the future, under favorable conditions, it is planned to extend it to Kara-Keche and then to Makmal, thus providing an additional railway connection between the north and south.
The development of railway infrastructure will contribute to strengthening internal connections and will positively impact the growth of other sectors of the region, such as industry, agriculture, and tourism.
Thus, we can confidently speak of the broad prospects of the strategically important region — Tien Shan.
The work we are doing to develop the economy of the Tien Shan region, open manufacturing enterprises, improve infrastructure, repair roads, and create comfortable living conditions for the population is bearing fruit, of which you are all witnesses.
Dear compatriots!
The Naryn region, with its developed livestock and agriculture, requires special attention.
Animal husbandry is the backbone of the region's economy, producing meat and milk.
Thank God, in recent years, the livestock population has increased, and production volumes have grown.
Projects are being implemented in the region to create clusters in the production of meat, milk, honey, feed, and fruits totaling about 2 billion soms.
It is particularly noteworthy that Naryn honey is in demand in Saudi Arabia, Kazakhstan, China, Russia, and Japan.
Although the region is mountainous and endowed with water resources, irrigation problems have persisted.
Over the past five years, work in the field of irrigation has been carried out for about 3 billion soms, including the repair and concreting of canals.
Hydrotechnical structures, hydroposts, and pumping stations have also been repaired.
This year, the Tügöl-Sai reservoir in Jumgal and the Shamsy BDR in Kochkor are planned to be commissioned.
This will improve water supply for 4,294 hectares of land and allow for the development of 3,306 hectares of new irrigated areas.
Naryn needs qualified specialists and professional managers.
The older generation probably remembers how in the 1960s-1980s, the state sent Korchubek Aknazaro to manage the challenging areas of Ak-Talaa, Jumgal, and Kochkor, which elevated agriculture to a high level.
The state is ready to provide comprehensive support to those who can develop agriculture in the challenging conditions of the region, continuing the traditions of such professionals as Korchubek Aknazaro and Kadyra Kun Bazarbaev.
Our goal is to transform this mountainous region into a powerful agrarian-industrial center, develop the processing industry, and expand export potential.
Despite the successes achieved, there is still much work ahead.
I am aware of most of the problems facing the Naryn region.
The authorized representative of the region conveys your issues to me.
It is impossible to solve all problems at once.
Nevertheless, the priority ones are being addressed step by step.
With God's help, through our joint efforts, we can transform the Naryn region into a region with new transit connections on the Great Silk Road, with a developed network of trade and logistics centers, environmentally friendly products, and developed mountain resorts.
Thus, we will make a significant contribution to the bright future of Kyrgyzstan.

Against the backdrop of international events, thank God, stability has been ensured in Kyrgyzstan, border issues have been fully resolved, and the country is confidently moving forward.
Our people have supported the chosen course, and together with the authorities, they actively participate in the construction of a New Kyrgyzstan.
The foundation of our success is unity, harmony, and stability.
For Kyrgyzstan to become a strong state, it is necessary to change mindsets, develop patriotism, acquire knowledge, and strengthen the economy.
The GDP growth rate has reached 11%, and the consolidated budget has reached 1.1 trillion soms.
By maintaining these rates and providing the population with jobs, this year the construction of another 100 manufacturing enterprises has begun.
You can also observe large-scale housing construction under the state mortgage program.
This year, Kyrgyzstan will host a meeting of the Shanghai Cooperation Organization, the Issyk-Kul Forum to deepen international dialogue on global challenges, and the VI World Nomad Games, which will attract scholars and tourists from around the world.
On such significant days, I call for us to successfully conduct these international events together.
Let Kyrgyzstan once again make a loud statement, demonstrating our unity and cohesion.

Since ancient times, the symbol of Nowruz has been sumolok, the basis of which is sprouted wheat, symbolizing renewal and new life.
Therefore, Nowruz is a holiday of development, renewal, and unity.
We are proud that Nowruz has become a national holiday, beloved by all citizens, regardless of nationality.
In these days, interethnic harmony and mutual respect are especially vividly manifested on our land.
In our Batken land, where the border of the homeland begins, in majestic Osh, in the youth-filled Jalal-Abad, in Talas, where the great Manas Ata rests, in the Chui Valley, on the sacred Issyk-Kul, and in Naryn — if we are united, there will be prosperity; if there is harmony, there will be abundance.
Stability has been established in the country, and we are confidently moving forward. Trust in the authorities has increased, we are returning to our roots and following our own path.
Now, as the saying goes, “The labor of man elevates,” let us work diligently this spring, regardless of the field of activity, faithfully fulfill our duties, and create.
Let each of our seven regions, relying on its advantages, contribute to the development of the state.
On the path to building a New Kyrgyzstan, our main strength is the unity and cohesion of the people, hardworking and devoted to their Motherland.
Relying on the united people of the seven regions, like a single fist, and guided by the principles of social justice, let us confidently move forward, raising the standard of living of the population.
