These norms are presented in a draft order developed by the Presidential Administration and submitted for public discussion.
The draft establishes clear timeframes for each stage of service provision. Document acceptance should take no more than 30 minutes, preparation of results — 60 minutes, and issuance of the license — another 30 minutes.
Additionally, the implementation of online vehicle re-registration is planned, which will be completed within ten minutes.
For citizens applying through consulates and diplomatic missions, the service provision period will be up to 90 days.
As stated in the justification, the project aims to improve the standards of state services provided by the Presidential Administration and its subordinate structures, with the goal of enhancing the quality and transparency of these services.
It is worth noting that in September 2025, the State Agency for Vehicle Registration and Driver Licensing was transferred to the management of the Presidential Administration and received a new name — the State Center for Vehicle Registration and Driver Licensing under the Presidential Administration.
Changes have been made to the Unified Register of State Services, adding new services such as urgent issuance of driver's licenses, urgent registration and re-registration of vehicles, temporary registration of vehicles for foreign citizens and stateless persons, as well as the acceptance of qualification exams for obtaining licenses.
The project proposes the implementation of standards for 11 different state services, including the issuance of driver's licenses, registration and re-registration of vehicles, issuance of tractor driver certificates, imposition of restrictions on the disposal of vehicles, and acceptance of qualification exams.
The document is currently undergoing public discussion and will be submitted to the relevant state authorities for consideration on April 10. The issue of service costs in the project is still in the process of coordination with the Antimonopoly Service.
