The Kazakhstan Agency for International Development "KazAID," in partnership with L.N. Gumilyov Eurasian National University, has announced the first comprehensive textbook in the country dedicated to the topic of Official Development Assistance (ODA).
The publication of this textbook symbolizes an important step that illustrates Kazakhstan's transformation—from a country dependent on international aid to a state capable of providing such assistance to others. The establishment of the ODA system and the launch of KazAID became possible due to the strengthening of state structures, economic development, and the growth of the country's international prestige.
The textbook thoroughly examines the key stages of forming the ODA system, starting from Kazakhstan's recognition as a country with upper-middle-income status and the development of a legal framework in this area, and culminating in obtaining the status of an invited participant in the OECD Development Assistance Committee and the establishment of KazAID as the national operator, which completed the formation of a full-fledged institutional model.
The textbook includes an analysis of the evolution of the ODA system in Kazakhstan, a comparative study of the soft power tools of the USA and Japan, as well as an overview of KazAID's activities in Central Asia and other regions.
The authors of this textbook are the chairman of KazAID, Doctor of Economics Arken Arystanov, PhD, Professor at ENU Aigerim Ospanova, and Acting Professor at ENU Akbota Zholdasbekova.
