
In his statement, Bakayev noted that Kazakhstan is actively negotiating not only with Ukraine but also with representatives of European countries.
“We have invited the extraordinary and plenipotentiary ambassadors of European states working here. Discussions on these issues are ongoing, and work is being carried out on a regular basis. We urge our international partners and consortium colleagues to actively participate in ensuring energy security, especially European countries, as one of the key directions for exporting our oil through the CPC is indeed Europe,” he added, responding to a question from an Informburo.kz correspondent in the Senate's corridors.
He also emphasized that Ukraine “has no positions as such” on this issue.
“The negotiation process is ongoing. At the moment, Ukraine has not made any official statements regarding this matter. However, discussions are taking place at the level of diplomats and energy experts,” the deputy minister concluded.
At the beginning of January, unmanned aerial vehicles attacked tankers transporting Kazakh oil at the Caspian Pipeline Consortium terminal.
Since 2025, the CPC has been regularly subjected to attacks. For example, on November 29, a significant damage was inflicted on the offshore mooring facility as a result of an attack by unmanned boats. An attack by UAVs also occurred on the night of November 25.
Additionally, on September 24, 2025, a drone damaged the office of the marine terminal in Novorossiysk, and on February 17, an attack by seven UAVs led to the shutdown of the “Kropotkinskaya” pumping station, one of the key facilities in the oil transportation system.
