Ermek Kosherbaev stated: “There is an understanding from the Ukrainian side. It is necessary to ensure the stability of the situation.”

At the end of November, the Ukrainian Navy attacked the infrastructure of the Caspian Pipeline Consortium (CPC) near the Russian port of Novorossiysk. The Kazakh Ministry of Foreign Affairs expressed its expectation that Ukraine would take measures to prevent similar incidents in the future. In response, the Ukrainian side confirmed the attack, clarifying that it was not directed against Kazakhstan, but aimed at destroying Russia's military potential.

The Caspian Pipeline Consortium was established in 1992. The largest shareholders of the consortium are the Russian company Transneft (24%), KazMunayGas (19%), Chevron (15%), and Lukarco (12.5%, a subsidiary of Lukoil). Western countries have not imposed sanctions on the CPC.

The publication "Vedomosti" reported that Kazakhstan cannot fully redirect its oil flows from the CPC pipelines to other routes. Igor Yushkov, an expert at the Financial University under the Government of Russia, noted that the most likely alternative option for Kazakhstan is to switch to the Baku-Tbilisi-Ceyhan (BTC) pipeline, considering its insufficient load and the uncertainty regarding the timeline for restoring the CPC's operations.
