During her speech at the Supreme Court, Delcy Rodriguez, the acting president of Venezuela, announced plans to release political prisoners and close the "Helicoid" prison in Caracas. According to Euronews, the authorities intend to soon present a bill for a comprehensive amnesty that will cover incidents of political violence from 1999 to the present day.

Rodriguez also proposed transforming the "Helicoid" into a social and sports center. Human rights advocates estimate that there are currently between 700 and 800 political prisoners in Venezuela.

Maria Corina Machado, the 2025 Nobel Peace Prize laureate, linked these initiatives to pressure from the United States, noting that such a decision was not voluntary. She emphasized that some of the prisoners have spent over 20 years in prison and expressed doubt about Delcy Rodriguez's ability to establish trust and stability for the necessary political reforms.

Interestingly, the last amnesty in Venezuela was declared in 2007, when former president Hugo Chavez pardoned participants of the 2002 coup. In 2020, Nicolas Maduro issued 110 pardons on the eve of parliamentary elections, which the opposition then boycotted.
