The document states: “To submit the draft of the new Constitution of Kazakhstan to a republican referendum with the following wording of the question: ‘Do you accept the new Constitution of the Republic of Kazakhstan, the draft of which was published in the media on February 12?’
The organization and conduct of the referendum are entrusted to the central, territorial, and precinct electoral commissions. The government, in cooperation with the Central Election Commission and other authorities, must take measures for the successful implementation of the voting.
On January 21, a Constitutional Commission was established in the country. Initially, it was planned to amend 77 articles of the Basic Law, which constitutes 84% of the entire text. However, on January 29, the commission concluded that the proposed changes were such that a new Constitution needed to be adopted. According to the president, these amendments will significantly change the state structure.
On January 31, a draft of the new Constitution was presented, which includes a preamble and 11 sections, totaling 95 articles. After further refinement, on February 11, the reform commission proposed to submit this draft for a referendum.
The president emphasized that the final decision will be made by the citizens of the country.
The last referendum in Kazakhstan took place in October 2024, when citizens voted on the issue of building a nuclear power plant.
