- The head of the Ukrainian president's office, Kyrylo Budanov, reported the possibility of a new round of trilateral negotiations scheduled for February 26-27. So far, Russia and the USA have not confirmed this date.
- Slovakia announced the cessation of electricity supplies to Ukraine. Earlier, Hungary and Slovakia threatened to halt supplies if Kyiv did not resume operations of the Druzhba oil pipeline, which supplies their oil from Russia.
- The European Union failed to reach an agreement on the 20th package of sanctions against Russia by the fourth anniversary of the war due to Hungary's objections regarding the cessation of oil pumping through Druzhba.
- Russian troops attacked Zaporizhzhia with drones on the night of February 24, resulting in a fire in the city. Head of the Zaporizhzhia Regional Administration Ivan Fedorov reported three injured, including a child, and damage to an apartment building due to the blast wave.
- On Monday, an explosion occurred at a defunct gas station in Mykolaiv, injuring seven police officers, two of whom are in serious condition.
- On the same evening, around 20:30, an explosion occurred at the Amur-Nizhnodniprovsk police department in Dnipro; however, preliminary reports indicate that no one was injured, according to the National Police of Ukraine.
- Throughout Monday, Russian troops attacked the Dnipropetrovsk region more than 40 times, resulting in the death of one woman and injuries to another.
- In Bryansk Oblast, Russia, one person was killed as a result of a drone attack, reported Governor Alexander Bogomaz.
- In Belgorod Oblast, Russia, four people were injured due to a drone attack by the Ukrainian Armed Forces on a vehicle, according to Governor Vyacheslav Gladkov.
- The Council of the European Union expanded sanctions against Russia under a regime aimed at protecting human rights. On February 23, eight more Russians guilty of serious human rights violations and suppression of democratic processes were added to the blacklist.
- The Polish counterintelligence detained a citizen of Belarus suspected of spying on military facilities; he is also accused of illegal surveillance in Germany and Lithuania.
- Kaia Kallas, head of European diplomacy, reported the decision to reduce the number of Russia's permanent representation to the European Union to 40 people.
