
Fedorov replaced Denis Shmyhal as Minister of Defense, who held this position for the past six months, starting from July 2025. According to Ukrainian media, Shmyhal may take the position of Minister of Energy.
Previously, Mikhail Fedorov was the Minister of Digital Transformation and the First Deputy Prime Minister of Ukraine.
In his speech before the vote, Fedorov stated his intention to conduct a financial audit in the Ministry of Defense. He emphasized: “My main task is to conduct a real audit of finances to understand how we should act this year, when the Ministry of Defense received 300 billion hryvnias less compared to last year.”
Additionally, Fedorov promised to reform the training system for Ukrainian servicemen. “Quality training is the key to reducing losses and increasing efficiency. We cannot ignore the problems related to the TCC. After a comprehensive audit, we will propose systemic solutions to address the accumulated problems over the years while maintaining the country's defense capability,” he added.
On January 13, deputies also voted to dismiss Vasily Malyuk from the position of head of the Security Service of Ukraine. The acting head of the agency became Yevgeny Khmara.
