- From February 17 to 18, the third round of trilateral negotiations involving Russia, Ukraine, and the USA will take place in Geneva. Vladimir Medinsky has been appointed head of the Russian delegation, replacing Igor Kostyukov. The Ukrainian team will remain the same, including Rustem Umerov, Kirill Budanov, Sergey Kislytsia, David Arakhamia, and Vadim Skibitsky. The USA will again be represented by Steve Witkoff and Jared Kushner.
- In Kyiv, heat supply has been restored to most residential buildings affected by the attacks on February 12. However, 1,100 homes in the left bank part of the capital remain without heating due to the strike on the Darnytsia CHPP, reported Mayor Vitaliy Klitschko.
- The governor of the Belgorod region, Vyacheslav Gladkov, reported a massive rocket attack on the city, which damaged energy infrastructure. The strike targeted the Belgorod CHPP, leading to disruptions in heat supply. Gladkov previously clarified that heat had been restored to homes after previous attacks, but hot water has been turned off until the end of the heating season.
- TASS reports that discussions on a new moratorium on strikes against energy facilities may take place during the negotiations in Geneva.
- Croatian Minister of Economy Ante Šušnjara stated that his country is ready to assist Hungary and Slovakia in supplying Russian oil without Ukraine's involvement.
- According to the Air Forces of the Armed Forces of Ukraine, on the night of Monday, Russia attacked Ukraine with four "Zircon" anti-ship missiles, a "Iskander-M" ballistic missile, an X-31P guided missile, and 62 drones.
