Negotiations took place in Geneva between the delegations of Ukraine and the USA, during which "updated and improved frameworks for peaceful settlement" were created. This is reported in a joint statement published by the White House and the office of the President of Ukraine, available via the link.
From the American side, the negotiations involved Secretary of State Marco Rubio, Special Presidential Envoy Steve Witkoff, Secretary of the Army Daniel Driscoll, as well as Donald Trump's son-in-law Jared Kushner, as noted in another White House statement.
The document emphasizes that the discussions were constructive and conducted in an atmosphere of respect, confirming mutual commitment to achieving a fair and sustainable peace. Washington and Kyiv agreed that any future agreement must uphold Ukraine's sovereignty and contribute to creating a "sustainable and just peace."
During the meeting, the Ukrainian delegation noted that all key issues, including security guarantees, long-term economic development, infrastructure protection, and freedom of navigation, were thoroughly examined. Kyiv thanked the American side for the "structured approach" that allowed their comments to be considered in every point of the discussed plan.
According to the White House, after the changes and clarifications were made, the Ukrainian side deemed that the current draft of the peace plan meets Ukraine's national interests, providing "reliable and feasible mechanisms for ensuring its security in both the short and long term."
Additionally, the Ukrainian delegation emphasized that the enhanced security guarantee architecture, combined with non-aggression commitments, energy stability, and reconstruction, largely aligns with their core strategic requirements.
Ukrainian representatives expressed gratitude to the United States and Trump for their active efforts aimed at a peaceful resolution of the conflict. The parties also agreed to continue working together on proposals in the coming days and maintain "close contacts" with European partners.
"Final decisions will be made by the Presidents of Ukraine and the USA. Both sides confirmed their readiness to continue joint efforts to establish peace that will ensure the security, stability, and recovery of Ukraine," the statement said.
The full text of the US peace plan, released by Rada deputy Oleksiy Honcharenko and Axios, includes 28 points. Among other things, it implies Ukraine's refusal to join NATO, the withdrawal of Ukrainian troops from the territories they control in Donbas, and the recognition of Crimea, Donetsk, and Luhansk as de facto Russian. Kherson and Zaporizhzhia will receive a "frozen status" along the line of contact.
As reported by Bloomberg, Ukraine and its European allies insist that discussions on territorial issues should take place after a ceasefire is achieved.
Rubio also noted that after the negotiations, the USA intends to discuss the results with Russia, emphasizing that Moscow has a "voice" in this matter.
Russian President Vladimir Putin stated that Washington had handed Moscow its draft peace plan, but discussions did not take place as the USA did not receive consent from Ukraine. According to him, the American plan could serve as a basis for resolution.
